Masih pasal Seremban dan Negeri Sembilan, tetap dengan tema kesihatan dan perubatan. Kali ini Atok tuliskan tentang gadis, perempuan, wanita, isteri, ibu, serta nenek. Yes. Eksklusif untuk kaum Hawa. Betapa manusia jijik menjadikan mereka bahan pelepas nafsu, eksploitasi terhadap mereka di tempat kerja malah dalam masyarakat. Ciri-ciri jahiliyah masih kuat bertapak dalam masyarakat bukan Islam, hatta di Tanah Melayu suatu ketika dahulu. Betapa Islam mengangkat martabat mereka dan meletakkan kedudukan mereka sebagai manusia yang perlu dihormati, disayangi, dan dilindungi, sebagaimana yang diamalkan dalam adat Perpatih masyarakat Melayu Islam di Negeri Sembilan.
Jadi, Atok sebenarnya ingin membawa korang mengimbau nasib serta pergorbanan wanita di lombong, estet, mahupun di kampung. Betapa menginsafkan keadaan mereka ketika bersalinkan anak untuk seorang lelaki yang dipanggil suami, dalam keadaan kemudahan perubatan serba kekurangan di estet, lombong, dan kampung, tidak seperti mereka yang tinggal di bandar. Justeru, sudah sewajarnya kita mengenang jasa ibu kita. Bukan sekadar mengucapkan Selamat Hari Ibu setahun sekali, bahkan kita diminta mengabdikan diri kepada mereka sepanjang hidup mereka. Kunjungilah mereka, bertanya khabar dengan mereka menerusi telefon, emel, surat, stau apa sahaja bentuk telekomunikasi. Jagailah kebajikan, makan minum, serta kesihatan mereka. Doakan mereka. Bahagiakan mereka. Sekiranya mereka telah tiada, wakafkanlah harta untuk mereka. Ziarahi pusara mereka kalau boleh, setiap Jumaat, agar kita dianggap anak yang soleh dan berbakti. Semoga roh Ibu dan nenek moyang yang telah mendahului kita, dicucuri rahmat oleh Allah SWT dan ditempatkan bersama-sama orang beriman. Amiiin yrba.

A. Pengenalan
Hak, perlindungan dan peranan wanita di Negeri Sembilan, serta di Malaysia secara keseluruhan, telah berkembang secara berperingkat sejak era kolonial sehingga masa kini, seiring dengan perubahan undang-undang, struktur sosial dan institusi moden. Transformasi ini mencerminkan peningkatan kedudukan wanita dalam aspek sosial, pendidikan, ekonomi dan kesihatan.
Pada zaman kolonial, hak wanita masih terbatas, khususnya dari segi peluang pendidikan, pekerjaan formal dan akses kepada rawatan kesihatan moden. Walaupun sistem Adat Perpatih yang diamalkan di Negeri Sembilan memberikan kedudukan istimewa kepada wanita, terutama dalam pewarisan harta dan kedudukan keluarga, undang-undang kolonial British lebih mengutamakan pentadbiran mereka. Ketika itu, wanita lebih banyak berperanan dalam bidang tradisional seperti mengurus keluarga, bertani dan menjadi bidan kampung.
Namun, kemunculan hospital wanita, dispensari serta klinik ibu dan anak pada awal abad ke-20 membuka ruang baharu apabila wanita mula dilatih secara formal sebagai jururawat dan bidan, sekali gus membawa mereka ke dalam arus perkhidmatan kesihatan moden.Pada akhir 1920-an, hospital menghadapi kekurangan jururawat wanita tempatan, kerana disiplin yang ketat dan semakin banyak pilihan kerjaya lain untuk wanita, menjadikan bilangan staf wanita tidak mencukupi untuk menampung pesakit.
Penglibatan wanita profesional dalam sektor kesihatan di Negeri Sembilan dan Malaya berkembang secara berperingkat mengikut garis masa. Pada akhir 1920-an hingga awal 1930-an, wanita mula diterima secara rasmi dalam profesion perubatan; contohnya, pada 1931 Jabatan Perubatan F.M.S. mempunyai 14 Lady Medical Officers, dengan pembahagian sama rata antara bidang rawatan pesakit dan kesihatan awam, menunjukkan peranan awal wanita sebagai doktor di hospital dan komuniti
Pada 1930-an, wanita mula diterima dalam profesion farmasi dan perubatan, bekerja di farmasi runcit, hospital, dan dispensari, walaupun bilangan mereka masih terhad. Pada masa yang sama, terdapat kesedaran bahawa ramai wanita Asia enggan dirawat oleh doktor lelaki, dan kehadiran doktor wanita di hospital kolonial akan meningkatkan keselesaan dan ketenangan pesakit wanita.
Menjelang era 1940-an, khususnya sebelum Perang Dunia II, wanita semakin dilibatkan dalam operasi hospital dan kesihatan awam, termasuk pengurusan farmasi, penyediaan bekalan perubatan, dan perkhidmatan sukarelawan untuk menyokong kekurangan tenaga kerja di hospital, walaupun data spesifik Negeri Sembilan tidak selalu disebut. Penglibatan wanita menjadi lebih kritikal: sukarelawan wanita dari Australia dihantar ke Malaya untuk menggantikan lelaki dalam tugas hospital dan pejabat, manakala wanita tempatan dan gadis turut membantu dalam pengeluaran bekalan perubatan, menjimatkan sumber dan ruang penghantaran untuk keperluan perang. Kekurangan jururawat tempatan menonjolkan pergantungan hospital kolonial terhadap tenaga wanita untuk operasi perubatan awam dan tentera.
Selepas perang, pada lewat 1940-an hingga awal 1950-an, penyertaan wanita dalam perkhidmatan sukarela dan kejururawatan meningkat dengan ketara, termasuk panggilan untuk lebih ramai jururawat Melayu dan dominasi wanita dalam pekerjaan penting di hospital.
Pada awal 1950-an, keperluan terhadap wanita profesional menjadi lebih kritikal; pada Februari 1952, terdapat inisiatif untuk merekrut wanita Muslim sebagai jururawat bagi menampung kekurangan tenaga kerja di hospital, dan pada Ogos 1952, dinyatakan bahawa sekurang-kurangnya 250 jururawat dan 100 pembantu hospital diperlukan di seluruh Persekutuan Malaya, termasuk Negeri Sembilan. Sepanjang tempoh ini, wanita profesional berperanan bukan sahaja sebagai doktor dan jururawat tetapi juga sebagai pembantu perubatan dan penggerak kesihatan awam, menjadi tonggak penting dalam memastikan keberkesanan hospital serta perkhidmatan kesihatan, terutamanya ketika kekurangan tenaga kerja dan semasa situasi kecemasan.
Secara keseluruhan, era kolonial menunjukkan evolusi penglibatan wanita dari tenaga yang terhad kepada peranan yang lebih dominan dan strategik dalam sistem kesihatan, menyediakan asas kepada penglibatan mereka dalam hospital dan profesion perubatan pasca-kolonial.
Selepas merdeka, kerajaan memperkenalkan dasar dan perundangan yang lebih jelas untuk melindungi hak wanita, antaranya Akta Pekerjaan 1955, Akta Kesatuan Sekerja, dan pindaan terhadap Kanun Keseksaan bagi melindungi daripada keganasan serta eksploitasi. Akses pendidikan yang semakin luas turut membuka jalan kepada wanita untuk menceburi bidang profesional, termasuk sebagai doktor, pensyarah perubatan dan pentadbir dalam sektor kesihatan.
Bermula era 1980-an dan 1990-an, penekanan terhadap kesaksamaan gender semakin ketara dengan penubuhan Kementerian Pembangunan Wanita serta penggubalan dasar berkaitan kesihatan ibu, pendidikan wanita dan perlindungan daripada diskriminasi. Wanita juga semakin menonjol sebagai tenaga utama dalam bidang kejururawatan, kebidanan, kepimpinan kesihatan, penyelidikan dan pembuatan dasar.
Pada masa kini, wanita di Negeri Sembilan menikmati hak yang lebih luas dan dilindungi oleh undang-undang moden seperti Akta Keganasan Rumah Tangga 1994, Akta Kesalahan Seksual Terhadap Kanak-Kanak 2017, serta pelbagai dasar kesaksamaan gender yang selaras dengan komitmen Malaysia terhadap CEDAW (Konvensyen Penghapusan Segala Bentuk Diskriminasi terhadap Wanita). Dalam masa yang sama, Adat Perpatih masih mengekalkan peranan penting wanita dalam keluarga dan masyarakat, menjadikan kedudukan mereka unik kerana dihormati melalui sistem adat tradisional, di samping dilindungi oleh kerangka undang-undang negara moden.
1. Rumah Perlindungan Wanita
Semasa era kolonial, Negeri Sembilan mengalami transformasi ekonomi yang pesat, terutamanya dengan kemunculan lombong bijih timah dan ladang getah. Perubahan ini membawa kepada urbanisasi dan pertumbuhan bandar seperti Seremban, Tampin, dan Port Dickson. Di samping kemajuan ekonomi, isu sosial turut timbul, termasuk peningkatan kegiatan pelacuran dan eksploitasi wanita. Wanita yang terlibat dalam industri ini, terutamanya pelacur lombong dan pekerja ladang, menghadapi risiko kesihatan yang tinggi, termasuk penyakit berjangkit seperti penyakit kelamin (VD). Sejak zaman kolonial, industri pelacuran di Negeri Sembilan wujud sebagai sebahagian daripada realiti sosial bandar utama seperti Seremban dan Tampin.
Pada era kolonial British, perlindungan wanita di Negeri Sembilan dilaksanakan melalui beberapa undang-undang yang diperkenalkan di Negeri-Negeri Melayu Bersekutu. Enactment to Suppress the Traffic in Women and Girls (1903, dipinda 1920) berfungsi membanteras perdagangan wanita dan gadis untuk tujuan eksploitasi seksual dan buruh paksa.Selain itu, Female Labour Ordinance (1932) menghadkan penggunaan buruh wanita di lombong dan kilang, di samping mewajibkan penyediaan kemudahan asas di tempat kerja. Undang-undang ini lebih menekankan aspek kawalan sosial, perlindungan kesihatan buruh, serta pengawasan moral masyarakat, namun masih bersifat paternalistik dan berorientasikan kepentingan pentadbiran kolonial. Selanjutnya, Women and Girls Protection Ordinance (1927/1935) memberi kuasa kepada pihak polis dan pegawai perubatan untuk menyelamatkan wanita/gadis yang dieksploitasi serta menempatkan mereka di rumah perlindungan kerajaan (government protection homes).
Maka, rumah perlindungan dan program pemulihan moden merupakan usaha sistematik kerajaan untuk melindungi mangsa, memberi pendidikan dan latihan, serta memutuskan kitaran eksploitasi sosial yang telah berakar sejak zaman kolonial. (akubudaktelok64.blogspot.com) Sebagai langkah mitigasi, rumah perlindungan dan pusat pemulihan telah ditubuhkan untuk membantu mangsa, terutamanya wanita dan kanak-kanak, keluar dari kitaran eksploitasi sosial. Institusi seperti Rumah Vivekananda di Rembau dan Pusat Jagaan Rumah Perlindungan Wanita/Kanak-kanak di Seremban memainkan peranan penting dalam menyediakan perlindungan, pendidikan, dan bimbingan moral kepada golongan yang memerlukan. Sebagai respons, pihak kolonial dan komuniti tempatan mula menubuhkan bentuk perlindungan awal bagi wanita. Walaupun tidak formal seperti hari ini, institusi ini menyediakan tempat perlindungan sementara dan kaunseling moral untuk wanita dan kanak-kanak yang terjejas. Contohnya, beberapa rumah perlindungan awal di Seremban dan Rembau menyediakan tempat tinggal sementara serta bimbingan untuk wanita yang menjadi mangsa eksploitasi sosial. Selepas Perang Dunia Kedua, Negeri Sembilan menghadapi cabaran sosial dan kesihatan yang lebih kompleks. Aktiviti pelacuran kembali meningkat kerana pemulihan ekonomi yang perlahan dan kemasukan pekerja asing ke ladang-ladang. Kementerian Kesihatan British memulakan usaha untuk menubuhkan klinik perubatan dan program kesihatan ibu yang lebih sistematik, termasuk rawatan antenatal dan postnatal di hospital kerajaan dan klinik kesihatan.
Dengan kemerdekaan Malaysia pada 1957, usaha kerajaan dalam melindungi wanita dan meningkatkan kesihatan ibu diperkukuh. Rumah perlindungan wanita moden mula ditubuhkan secara rasmi, dengan sokongan kerajaan dan NGO. Institusi seperti Rumah Perlindungan Wanita dan Kanak-Kanak di Seremban menawarkan perlindungan sementara, kaunseling, dan bimbingan untuk membantu wanita berdikari dan mengurangkan risiko eksploitasi sosial. Program kesedaran mengenai hak wanita, kesihatan reproduktif, dan penjagaan bayi diperkenalkan sebagai sebahagian daripada polisi kesihatan awam.
Rumah perlindungan yang lebih tersusun mula muncul bagi menangani isu keganasan rumah tangga dan kehamilan luar nikah. Institusi ini menyediakan perlindungan fizikal, sokongan psikologi, dan pendidikan moral bagi wanita yang terjejas.
Dengan demikian, sejarah rumah perlindungan wanita di Negeri Sembilan tidak hanya berkaitan dengan usaha moden dalam menangani isu sosial, tetapi juga merupakan kesinambungan dari usaha-usaha yang telah dimulakan sejak zaman kolonial untuk melindungi dan memberdayakan wanita dan kanak-kanak.
Kini, terdapat beberapa rumah perlindungan yang menyediakan sokongan kepada wanita dan kanak-kanak yang menghadapi pelbagai cabaran, termasuk keganasan rumah tangga, kehamilan luar nikah, dan kesulitan sosial. Berikut adalah beberapa rumah perlindungan yang beroperasi di negeri ini:Hati.my
a. Pusat Jagaan Rumah Perlindungan Wanita/Kanak-kanak
Terletak di PT 5326, Jalan Dato Abdullah, 70200 Seremban, Negeri Sembilan, pusat ini menawarkan perlindungan sementara kepada wanita dan kanak-kanak yang menjadi mangsa keganasan domestik dan tidak mempunyai tempat lain untuk berlindung.
2. Klinik dan Hospital Kolonial
Mangsa eksploitasi seksual lazimnya dibawa ke Hospital Seremban atau hospital kerajaan lain untuk pemeriksaan kesihatan, rawatan kecederaan fizikal, serta saringan penyakit kelamin. Doktor kerajaan juga menyediakan laporan perubatan yang digunakan dalam pendakwaan kes eksploitasi. Peranan klinik dan hospital bukan sahaja bersifat rawatan, tetapi juga menjadi instrumen undang-undang dan kawalan sosial.
Menjelang 1930, hospital di Negeri Sembilan ditambah baik. Di Seremban, asrama untuk 20 jururawat dibina, manakala Hospital Wanita Kuala Pilah menerima bangunan wad baharu berkapasiti 20 katil. Langkah ini memperkukuh perkhidmatan wad bersalin, wad ginekologi, serta rawatan penyakit kelamin dalam kalangan wanita.
3. Penyakit Kelamin dan Penubuhan VD Clinics
Bermula awal 1930-an, kerajaan kolonial menubuhkan Venereal Disease (VD) clinics di hospital kerajaan, termasuk di Seremban, bagi menangani penularan sifilis, gonorea, dan chancroid. Klinik ini menjadi tempat rawatan berkala khususnya untuk pelacur berlesen, pekerja hiburan, serta golongan berisiko tinggi.
Rawatan utama termasuk suntikan arsenik atau salvarsan, rekod perubatan disimpan dengan ketat, dan Ordinan Penyakit Kelamin membolehkan mereka yang enggan menerima rawatan ditahan di wad penyakit kelamin Hospital Seremban sehingga sembuh. Statistik laporan kolonial menunjukkan bahawa sebahagian besar kemasukan ke wad penyakit kelamin terdiri daripada pelacur dan pekerja lombong, dengan kematian akibat sifilis tertier dan komplikasi gonorea berpunca daripada kelewatan rawatan.
4. Pusat Kebajikan Bayi dan Ibu (Infant Welfare Centre)

Sejarah awal Klinik Kesihatan Ibu dan Anak (KKIA) di Tanah Melayu pada 1950-an berkait rapat dengan usaha kerajaan mengatasi kadar kematian ibu dan bayi yang tinggi pascaperang. Selepas Perang Dunia Kedua, kelemahan dalam rawatan seliaan perubatan mendorong penubuhan KKIA sebagai strategi awal untuk menyediakan penjagaan antenatal, postnatal, dan imunisasi asas. Pada fasa ini, KKIA tertumpu di bandar-bandar utama, manakala kawasan luar bandar masih kekurangan fasiliti. Pusat kebajikan bayi dan ibu yang wujud sebelumnya turut diserap ke dalam sistem KKIA, lalu memperluas perkhidmatan seperti pemeriksaan kehamilan, vaksinasi BCG bayi, pendidikan pranatal, serta kursus penjagaan bayi.
Klinik ini juga berperanan sosial dengan merawat wanita yang terdedah kepada eksploitasi seksual, di samping mengeluarkan laporan perubatan untuk kegunaan kebajikan dan pihak berkuasa. Di kawasan pedalaman seperti Jelebu dan Gemencheh, perkhidmatan KKIA digerakkan melalui pasukan perubatan bergerak yang membawa rawatan asas, pemeriksaan ibu mengandung, serta pengesanan awal penyakit. Hal ini menandakan permulaan sistematik penjagaan kesihatan ibu dan anak yang menjadi asas perkhidmatan kesihatan awam di Malaysia hari ini.
Pada 1990-an, peranan KKIA berintegrasi dengan sistem kesihatan umum melalui rujukan klinik desa–KKIA–hospital, serta memperkenalkan pap smear dan pemeriksaan payudara. Era 2000-an hingga 2010-an menyaksikan modenisasi dengan rekod elektronik, janji temu berkomputer, dan pendidikan kesihatan menyeluruh. Memasuki era 2010–2020, perkhidmatan KKIA menggabungkan aspek kesihatan mental, kesihatan reproduktif dan sosial (KRSS), serta sokongan psikososial. Proses digitalisasi melalui rekod perubatan elektronik (EMR) dan sistem janji temu dalam talian memperkukuh keberkesanan fasiliti ini. Program KOSPEN turut meluaskan peranan klinik kepada pengurusan penyakit tidak berjangkit (NCD).Kini, pasca COVID-19, KKIA menjadi sebahagian daripada transformasi digital kesihatan melalui integrasi data MySejahtera, selain terus memainkan peranan penting dalam vaksinasi, kesihatan mental, penjagaan warga emas, serta kesejahteraan keluarga dan komuniti.
6. Pusat Bersalin Alternatif
Sejak 1980-an, fasiliti kesihatan ibu dan anak berkembang pesat. Antara pembaharuan ialah penubuhan Pusat Bersalin Alternatif (PBA) di klinik kerajaan, penekanan terhadap perancangan keluarga (1990–2000), penyusuan susu ibu, rawatan pasca bersalin, dan ujian pap smear.
Pusat Bersalin Alternatif (PBA) ialah satu inisiatif Kementerian Kesihatan Malaysia (KKM) untuk memberi pilihan bersalin secara selamat di klinik kerajaan, khususnya bagi wanita berisiko rendah. PBA diwujudkan pada awal 2000-an bagi mengurangkan kesesakan hospital, meningkatkan akses kelahiran selamat, dan mendekatkan perkhidmatan obstetrik kepada komuniti luar bandar.
Konsepnya berasaskan model “midwife-led care”, iaitu proses kelahiran dikendalikan sepenuhnya oleh jururawat atau bidan terlatih tanpa campur tangan doktor, selagi tiada komplikasi. Peralatan asas obstetrik dan resusitasi disediakan, serta sokongan rujukan segera ke hospital berhampiran sekiranya berlaku kecemasan.
Pusat Bersalin Alternatif (PBA) di Negeri Sembilan antara lain dilaksanakan di Klinik Kesihatan Rembau, yang merupakan antara klinik terawal memperkenalkan konsep ini, serta di Klinik Kesihatan Kuala Pilah yang berperanan penting bagi penduduk kawasan pedalaman. Kedua-dua lokasi ini membolehkan ibu berisiko rendah menjalani proses kelahiran dalam persekitaran selamat, dikendalikan jururawat terlatih, tanpa perlu terus ke hospital daerah atau hospital pakar. Kehadiran PBA di klinik kerajaan luar bandar bukan sahaja mengurangkan kesesakan hospital, malah memperluas akses kelahiran selamat serta memperkukuh sokongan komuniti terhadap kesihatan ibu dan anak.
Secara keseluruhan, PBA menekankan keselamatan, kos rendah, dan suasana mesra keluarga, di samping mengekalkan standard klinikal KKM. Ia memberi ruang kepada ibu memilih kelahiran lebih semula jadi tetapi masih berada dalam persekitaran penjagaan kesihatan awam.
Namun, Klinik Kesihatan Ibu dan Anak (KKIA) bukanlah Pusat Bersalin Alternatif (PBA). Klinik kerajaan di kawasan luar bandar biasanya menyediakan perkhidmatan asas seperti rawatan penyakit ringan, imunisasi, dan perkhidmatan kesihatan ibu dan anak secara umum, tetapi mereka tidak mempunyai bilik bersalin lengkap, bilik operasi, atau peralatan kecemasan yang diperlukan untuk kelahiran, terutamanya jika berlaku komplikasi.
Selain itu, pusat bersalin alternatif memerlukan bidan berdaftar atau doktor perubatan dengan kepakaran obstetrik, manakala klinik di kampung dan pedalaman biasanya dikendalikan oleh jururawat atau pembantu perubatan tanpa kehadiran doktor bersalin secara tetap, yang mengehadkan kemampuan klinik untuk menjadi pusat bersalin alternatif.
Kementerian Kesihatan Malaysia (KKM) mengutamakan keselamatan ibu dan bayi, justeru klinik luar bandar lebih berperanan sebagai tempat rujukan awal; ibu yang berisiko tinggi atau memerlukan intervensi bersalin akan dirujuk ke hospital kerajaan atau pusat bersalin utama di bandar kerana klinik tidak dibenarkan menjalankan kelahiran berisiko tinggi. Skop perkhidmatan klinik kerajaan lebih menumpukan kepada pencegahan dan pendidikan kesihatan, seperti pemeriksaan antenatal, imunisasi, pemantauan pertumbuhan bayi, dan kaunseling ibu, manakala pusat bersalin alternatif menyediakan perkhidmatan bersalin penuh dan pemulihan pasca-bersalin yang memerlukan sumber dan kemudahan lebih khusus.
Sebaliknya, Pusat Bersalin Alternatif (PBA) atau Rumah Bersalin Swasta di Negeri Sembilan memainkan peranan penting dalam menyediakan pilihan bersalin yang selamat dan selesa bagi ibu-ibu berisiko rendah. Pusat-pusat ini beroperasi di bawah Akta 586 dan dilesenkan oleh Kementerian Kesihatan Malaysia (KKM), memastikan pematuhan kepada piawaian keselamatan dan kualiti.JK Negeri Sembilan
Pusat Bersalin Alternatif (PBA) adalah fasiliti yang menyediakan perkhidmatan bersalin secara penuh untuk ibu berisiko rendah, termasuk bilik bersalin, pemulihan pasca-bersalin, dan sokongan bidan atau doktor bersalin, serta kadangkala perkhidmatan tambahan seperti suplemen pemakanan dan kelas antenatal. Dengan kata lain, KKIA lebih kepada pencegahan dan rujukan, manakala PBA menyediakan pengalaman bersalin lengkap dalam suasana yang lebih selesa dan fokus kepada ibu dan bayi.
Sejak tahun 2000, beberapa Pusat Bersalin Alternatif (PBA) telah beroperasi di Negeri Sembilan bagi menyediakan perkhidmatan bersalin yang selamat dan selesa bagi ibu-ibu berisiko rendah. Antara pusat yang terkenal ialah Sukhilmi Maternity Hospital di Taman Bandar Senawang, Seremban, yang ditubuhkan pada 2011 dan menawarkan perkhidmatan bersalin berisiko rendah, pemeriksaan antenatal, sokongan penyusuan susu ibu, serta pendidikan ibu.
Selain itu, Klinik Pakar Wanita & Rumah Bersalin Rekha Sdn Bhd di Jalan Tuanku Munawir, Seremban, juga menyediakan perkhidmatan bersalin berisiko rendah, pemeriksaan antenatal, dan sokongan selepas bersalin. Pusat-pusat bersalin alternatif ini menyediakan pengalaman bersalin yang lebih peribadi dan selesa, tetapi ibu-ibu yang berisiko tinggi atau memerlukan rawatan perubatan lanjut masih disarankan untuk bersalin di hospital kerajaan atau pusat perubatan yang lengkap dengan kemudahan dan kepakaran yang lebih tinggi. 7. Hospital Wanita Kuala Pilah
Sumber yang ada memberi petunjuk bahawa institusi itu wujud pada era 1910–1920an / awal 1920an (selaras dengan rekod aktiviti kebajikan bayi 1922 dan rujukan pegawai perubatan kolonial seperti Dr O’Flynn), tetapi tiada laman rasmi atau artikel integritik yang menyatakan tarikh perasmian atau penubuhan secara eksplisit.
Kerja perubatan wanita di Tanah Melayu bermula seawal tahun 1913 apabila Jabatan Perubatan melantik tiga doktor wanita pertama, iaitu Miss O’Flynn (kemudian Mrs. Winstedt), Miss McLean (kemudian Mrs. O’May), dan Dr. Ele Layman.
McLean dan Layman ditempatkan di Kuala Kangsar, manakala O’Flynn selepas berkhidmat di Hospital Besar Kuala Lumpur telah dihantar ke Kuala Pilah pada tahun 1915 untuk memulakan khidmat khusus kepada wanita Melayu. Di sini sebuah dispensari dibina dengan satu bilik rawatan yang mampu menampung 12 pesakit, dan inilah yang menjadi asas kepada penubuhan Women’s Hospital Kuala Pilah. Namun, apabila O’Flynn bercuti pada tahun 1916 dan Layman pula meletakkan jawatan, tiada lagi doktor wanita untuk meneruskan kerja tersebut, menyebabkan tugas diserahkan kepada Miss Kibble, seorang bidan terlatih yang kemudiannya melanjutkan pengajian hingga bergelar Pegawai Perubatan.

Sepanjang dekad 1920-an, Women’s Hospital Kuala Pilah berkembang pesat dan menjadi salah satu daripada tiga hospital wanita utama di Tanah Melayu, selain Kuala Kangsar dan Pekan. Terdapat bukti jelas bahawa Women’s Hospital, Kuala Pilah wujud dan berfungsi sebagai infant welfare centre pada awal 1920-an. Laporan rasmi tahun 1930 menunjukkan peningkatan kemasukan pesakit wanita ke hospital-hospital ini, selari dengan penurunan kadar kematian bayi kepada 163 per 1,000 kelahiran hidup berbanding 178 pada tahun sebelumnya. Perkembangan ini jelas menunjukkan bahawa penubuhan Women’s Hospital, khususnya di Kuala Pilah, telah memainkan peranan penting dalam meningkatkan kesihatan wanita dan kanak-kanak serta menyumbang kepada penurunan kadar kematian bayi di Negeri Sembilan.

Dalam tahun 1933, jaringan hospital daerah di Negeri Sembilan saling melengkapi antara satu sama lain dalam menampung keperluan pesakit. Laporan akhbar dari Melaka menunjukkan bahawa beberapa wad di Hospital Daerah Tampin ditutup pada penghujung bulan tertentu, dan langkah tersebut memberi kesan langsung kepada pengagihan pesakit serta struktur pentadbiran hospital. Hanya seorang Assistant Medical Officer dengan tiga orang dressers ditinggalkan untuk menguruskan baki pesakit, manakala perkhidmatan Pegawai Perubatan Eropah serta seorang kerani dihentikan. Bidan turut diberhentikan, dan kakitangan bawahan dikurangkan secara besar-besaran.
Dalam keadaan ini, sebahagian pesakit telah dipindahkan ke Hospital Seremban serta ke Women’s Hospital Kuala Pilah, yang ketika itu berperanan bukan sahaja sebagai pusat kesihatan ibu dan anak, tetapi juga sebagai hospital rujukan bagi pesakit umum dari daerah lain. Pesakit estet yang hampir sembuh dipindahkan kembali ke hospital ladang masing-masing, manakala kes serius terus dirawat di Tampin. Bukti ini menunjukkan bahawa Women’s Hospital Kuala Pilah mempunyai kedudukan penting dalam sistem kesihatan kolonial Negeri Sembilan, menjadi sebahagian daripada rangkaian hospital daerah yang berfungsi sebagai pusat rujukan, pemindahan pesakit, dan pengimbang kepada kekangan sumber di hospital utama seperti Seremban.

Lokasi dan Kedudukan
Women’s Hospital Kuala Pilah pada asalnya terletak di kawasan pekan Kuala Pilah lama, berhampiran dengan kemudahan pentadbiran kolonial seperti pejabat daerah dan berek polis (dirujuk dalam laporan 1896 dan awal 1900-an). Dispensari awal yang dibina untuk kegunaan wanita Melayu pada tahun 1915 menjadi nucleus hospital ini. Kedudukannya dipilih strategik kerana berhampiran penempatan Melayu luar bandar serta mudah dicapai melalui jalan utama dari Seremban–Tampin–Johol.
Apabila Hospital Tuanku Ampuan Najihah (HTAN) dibuka pada 1990-an, banyak fungsi Women’s Hospital Kuala Pilah dipindahkan ke hospital baru yang terletak di Jalan Tunku Kurshiah, Kuala Pilah. Kini, tapak asal Women’s Hospital berdekatan pekan lama sudah tidak berfungsi sebagai hospital utama, tetapi kekal dikenang sebagai sebahagian daripada sejarah awal perkhidmatan kesihatan ibu dan anak di Negeri Sembilan. B. Peranan Bidan
Peranan bidan dalam sejarah kesihatan di Malaya dan kemudian Malaysia sangat penting kerana mereka menjadi barisan hadapan dalam penjagaan ibu dan anak, khususnya sebelum wujudnya sistem kesihatan moden yang meluas .Pada era awal abad ke-20, kebanyakan kelahiran berlaku di rumah dan diuruskan oleh bidan tradisional. Mereka berperanan sebagai penjaga komuniti, bukan sahaja menyambut kelahiran tetapi juga memberi nasihat tentang penjagaan pantang, rawatan herba, dan sokongan emosi kepada ibu. Walaupun peranan mereka rapat dengan budaya tempatan, kelemahan dari aspek kebersihan, teknik aseptik, serta kekurangan ilmu perubatan moden menyebabkan kadar kematian ibu dan bayi kekal tinggi.
Selepas 1920-an hingga 1930-an, pihak pentadbiran kolonial British mula memperkenalkan sistem bidan kerajaan (trained midwives). Bidan kerajaan dilatih secara formal di sekolah kejururawatan dan hospital besar seperti di Kuala Lumpur, Ipoh, Pulau Pinang dan Seremban. Mereka ditempatkan di klinik-klinik kerajaan atau dihantar ke luar bandar untuk memberi khidmat bersalin lebih selamat, mempraktikkan kaedah moden, serta melaksanakan imunisasi asas kepada bayi. Bidan kampung pula masih dominan di luar bandar; berperanan sebagai penjaga komuniti; mula diberi kursus pendek oleh kerajaan tentang kebersihan.
Pada 1950-an, apabila kerajaan mula menubuhkan Klinik Kesihatan Ibu dan Anak (KKIA), peranan bidan kerajaan semakin meluas. Mereka menjadi tulang belakang dalam perkhidmatan antenatal, postnatal, serta pendidikan kesihatan reproduktif. Bidan tradisional masih wujud tetapi mulai dipantau; malah ada yang diberi kursus pendek oleh Kementerian Kesihatan untuk memperbaiki teknik dan kebersihan. Peranan bidan kampung pula beransur berkurang; walaupun masih aktif di kampung pedalaman; kadangkala bekerjasama dengan klinik.
Memasuki 1970-an hingga 1980-an, dengan peluasan sistem kesihatan ke seluruh negara, kelahiran di hospital dan pusat bersalin meningkat pesat. Peranan bidan kerajaan kekal penting, tetapi lebih sebagai sebahagian daripada pasukan perubatan di hospital dan klinik. Sementara itu, peranan bidan tradisional beransur pudar kerana kerajaan menggalakkan kelahiran di fasiliti kesihatan bagi mengurangkan risiko komplikasi. Mereka hanya berperanan dalam adat budaya selepas kelahiran dan lebih kepada nasihat tradisi.
Kini, di Malaysia moden, bidan kerajaan telah diinstitusikan dalam sistem perkhidmatan kesihatan awam melalui jururawat komuniti dan jururawat desa yang masih mengendalikan penjagaan ibu dan anak, manakala bidan tradisional hanya tinggal sebagai warisan budaya.

C. Peranan Jururawat
Pada zaman kolonial, sejak 1890 sehinggalah 1940, jururawat di hospital-hospital Negeri Sembilan, khususnya di Seremban dan daerah kecil, terdiri daripada wanita tempatan berbangsa India dan Eurasia, yang dilatih secara asas oleh pegawai perubatan British. Latihan berbentuk on-the-job training dengan penekanan kepada penjagaan luka, kebersihan wad, dan bantuan kelahiran. Jururawat Eropah (sisters) pula berkhidmat di wad orang Eropah, manakala jururawat tempatan ditempatkan di wad pesakit Melayu, Cina, dan India. Sistem kelayakan rasmi masih belum wujud.
Selepas Perang Dunia Kedua,, latihan jururawat mula disusun dengan lebih sistematik di Seremban General Hospital. Jururawat Melayu mula direkrut secara besar-besaran untuk memperluas perkhidmatan kesihatan. Latihan formal seperti State Midwives dan Hospital Assistant diperkenalkan. Peranan jururawat semakin meluas, termasuk mengendalikan dispensari, rawatan antenatal, imunisasi, dan penjagaan kesihatan asas di luar bandar.
Dalam era kemerdekaan sehinggalah dekan 1970-an, syarat kemasukan jururawat ialah pendidikan menengah penuh. Sekolah jururawat hospital mula melatih tenaga baharu dengan kurikulum lebih tersusun. Jururawat kini memainkan peranan dalam rawatan penyakit berjangkit, pengurusan wad, pembedahan asas, dan rawatan kecemasan. Dari segi etnik, jururawat Melayu semakin mendominasi, namun jururawat India dan Cina masih aktif. Jawatan rasmi diperkenalkan seperti Staff Nurse dan Sister.
Era 1980 dan 1990 menyaksikan profesionalisme lebih ketara apabila diploma kejururawatan diwajibkan. Jururawat mula berfungsi dalam bidang kepakaran, misalnya ICU, pediatrik, pembedahan, dan psikiatri. Ramai juga yang terlibat dalam latihan kejururawatan sebagai tenaga pengajar di Sekolah Jururawat Seremban. Dari segi etnik, jururawat Melayu menjadi majoriti, namun jururawat India dan Cina kekal memberi sumbangan penting. Struktur jawatan lebih jelas: Staff Nurse, Senior Staff Nurse, Sister, dan Matron.
Mulai tahun 2000, Jururawat hospital di Negeri Sembilan kini wajib mempunyai diploma atau ijazah kejururawatan serta berdaftar dengan Lembaga Jururawat Malaysia. Mereka dilatih dengan kemahiran moden termasuk rawatan berasaskan bukti, penjagaan kritikal, digital health, serta kaunseling kesihatan mental. Peranan mereka meluas ke bidang kesihatan komuniti, pengurusan bencana dan pandemik (COVID-19), serta penyelidikan klinikal. Struktur perjawatan lebih tersusun mengikut skim perkhidmatan: Jururawat U29, U32, U36, U41 (Sister), U44 (Matron).

Secara keseluruhannya, perjalanan perlindungan wanita dan kesihatan ibu di Negeri Sembilan mencerminkan evolusi sosial dan institusi yang berterusan dari zaman kolonial hingga era moden. Sejak era kolonial sehingga kini, sistem perlindungan wanita dan kesihatan ibu di Negeri Sembilan telah melalui transformasi ketara – daripada pendekatan paternalistik kolonial berasaskan kawalan sosial, kepada model kesihatan keluarga yang komprehensif, bersepadu, dan digital. Ordinan kolonial, wad hospital, VD clinics, dan Infant Welfare Centres menjadi asas kepada pembentukan Klinik Kesihatan Ibu dan Anak (KKIA) moden, yang kekal menjadi tunjang penjagaan kesihatan komuniti di Negeri Sembilan sehingga hari ini.
Dari usaha awal untuk menyediakan tempat perlindungan bagi wanita yang terjejas akibat eksploitasi sosial dan kegiatan pelacuran, kepada penubuhan hospital kerajaan dengan wad bersalin lengkap, klinik kesihatan ibu dan anak, serta rumah perlindungan moden, semua ini menekankan kepentingan kesejahteraan fizikal, psikologi, dan sosial wanita. Transformasi ini menunjukkan bagaimana kerajaan, NGO, dan masyarakat bekerjasama untuk memastikan wanita di Negeri Sembilan mendapat sokongan holistik, seterusnya membina asas yang kukuh bagi perlindungan hak wanita dan peningkatan kesihatan ibu sepanjang abad ke-20 hingga kini.
Jururawat dan bidan memainkan peranan yang amat penting dalam perkembangan perkhidmatan kesihatan wanita di Negeri Sembilan sejak era kolonial hingga ke masa kini. Pada peringkat awal abad ke-20, jururawat dan bidan bukan sahaja menjadi tenaga hadapan di klinik desa dan hospital wanita, tetapi juga berfungsi sebagai penghubung antara masyarakat dengan sistem kesihatan moden yang sedang berkembang. Mereka terlibat dalam penjagaan ibu hamil, kelahiran bayi, kesihatan kanak-kanak, serta rawatan asas penyakit yang berkaitan dengan wanita.
Di hospital wanita pula, jururawat dan bidan membentuk tonggak utama dalam memastikan keselamatan ibu dan bayi melalui perkhidmatan obstetrik serta neonatal, di samping memberikan pendidikan kesihatan kepada masyarakat. Peranan mereka bukan sekadar memberi rawatan, tetapi turut mendidik, mencegah, dan menyokong kesejahteraan keluarga, menjadikan mereka antara watak terpenting dalam sejarah kesihatan awam di Negeri Sembilan.
