DAERAH HILIR PERAK
Hilir Perak merupakan sebuah daerah di selatan negeri Perak. Daerah ini berpusat di Teluk Intan dan ditadbir oleh Majlis Perbandaran Teluk Intan. Daerah ini mempunyai keluasan 792 kilometer persegi dengan jumlah penduduk seramai 141,959 orang pada tahun 2020
Teluk Intan juga menjadi tempat pertemuan antara Raja Abdullah, Dato’ Maharajalela dan pemimpin-pemimpin Melayu lain yang merancang untuk membunuh J. W. W. Birch, Residen British pertama di Perak. Pertemuan tersebut diadakan di Durian Sebatang. Birch kemudiannya dibunuh di Pasir Salak ketika sedang mandi di sungai.
Telok Anson, yang terletak di negeri Perak, merupakan salah satu lokasi yang kaya dengan sejarah. Nama Telok Anson diberi sempena Sir Andrew Clarke, Gabenor Perak yang pertama, yang diberi gelaran "Anson" oleh Ratu Victoria. Pada awalnya, Telok Anson adalah sebuah pelabuhan kecil yang penting bagi perdagangan dan perkapalan di Sungai Perak.
Pada tahun 1882, Telok Anson diisytiharkan sebagai bandar dan menjadi pusat pentadbiran di kawasan tersebut. Bandar ini juga terkenal dengan Menara Condong Teluk Intan, yang dibina pada tahun 1885 dan menjadi simbol kota tersebut. Sepanjang abad ke-19 dan awal abad ke-20, Telok Anson mengalami pertumbuhan pesat terutamanya dalam industri pertanian seperti penanaman getah dan padi.
Bandar Teluk Intan berkembang di sekitar beberapa kampung kecil di lokasi tersebut, seperti Durian Sebatang, Pasir Bedamar, dan Batak Rabit. Pelan untuk membina sebuah bandar yang menghubungkan beberapa kampung ini telah dirangka oleh Sir Archibald Anson pada akhir abad ke-19, dan bandar tersebut dinamakan sempena namanya pada tahun 1882. Teluk Intan kemudian berkembang menjadi sebuah pelabuhan, di mana banyak produk pertanian dan timah dieksport dari sini. Laluan kereta api keempat di Malaya dibina menghubungkan Tapah dan Teluk Intan, menunjukkan kepentingan bandar pelabuhan ini semasa zaman perlindungan British.
Pertempuran terakhir yang besar semasa Darurat Malaya berlaku di paya berhampiran Teluk Intan pada tahun 1958, dan berakhir dengan penyerahan angkatan tempatan Angkatan Pembebasan Rakyat Malaya kepada tentera kerajaan.
Menjelang awal 1980-an, bandar ini menjadi bandar ketiga terbesar di Perak. Teluk Intan berfungsi sebagai kawasan pentadbiran dan perniagaan utama untuk bandar-bandar kecil berdekatan seperti Tapah, Bidor, Bagan Datoh, dan Hutan Melintang. Sehingga pertengahan 1990-an, Sabak Bernam, sebuah bandar di negeri jiran Selangor, juga bergantung kepada Teluk Intan untuk kebanyakan perkhidmatan asas mereka. Malah, kod kawasan telefon mereka didaftarkan menggunakan kod kawasan Perak +605 dan bukannya +603 yang digunakan di Selangor. Kes-kes perubatan yang akut akan dipindahkan ke Hospital Teluk Intan kerana hospital mereka tidak mempunyai peralatan atau kepakaran.
Hutan Melintang adalah sebuah kawasan kecil yang terletak berhampiran Telok Anson. Nama kawasan ini berasal daripada lokasi geografi yang merentasi hutan. Ia dikenali sebagai kawasan pertanian dan penanaman. Pada tahun-tahun awal, Hutan Melintang adalah kawasan yang dihuni oleh pelbagai komuniti, terutamanya penduduk Melayu dan Cina yang terlibat dalam aktiviti pertanian dan perniagaan.
Kawasan ini juga pernah mengalami perubahan dalam struktur sosial dan ekonomi, di mana kehadiran imigran membawa kepada kepelbagaian budaya di kawasan tersebut. Hutan Melintang terus berkembang dan kini merupakan kawasan yang dikenal pasti dengan pertanian, termasuk padi.
Bagan Datok pula terletak di sebelah barat Telok Anson. Dikenali sebagai sebuah kawasan perkilangan dan pelabuhan kecil, Bagan Datok pernah menjadi pusat pemunggahan hasil pertanian ke pasaran yang lebih besar. Aktiviti perikanan juga memainkan peranan penting dalam penduduk setempat di Bagan Datok, dengan ramai penduduk terlibat dalam industri perikanan.
Kawasan ini juga mempunyai pelbagai inisiatif pembangunan yang dijalankan oleh kerajaan, termasuk pelan pembangunan untuk meningkatkan infrastruktur dan ekonomi tempatan. Bagan Datok kini telah berkembang dengan adanya kemudahan-kemudahan moden dan menjadi salah satu kawasan penting di Negeri Perak.
Sejarah Rumah Rehat di Daerah Hilir Perak
Hilir Perak juga mempunyai sejarah rumah rehat yang signifikan, terutama di Teluk Intan yang merupakan pusat pentadbiran daerah ini. Rumah rehat di Hilir Perak pada asalnya dibina bagi menyediakan kemudahan penginapan kepada pegawai-pegawai kerajaan, pedagang, dan pelawat yang menjalankan urusan rasmi atau perniagaan di kawasan tersebut. Dalam daerah Hilir Perak terdapat 5 rest houses, iaitu di Telok Anson, Sitiawan, Hutan Melintang, Changkat Jong dan kota Setia; Halting Bungalows di Hilir Perak dalam tahun 1893.
1900-an: Rumah Rehat Teluk Intan menjadi persinggahan utama bagi pegawai British serta golongan bangsawan yang datang untuk urusan pentadbiran dan perdagangan.
1914- Pekan Teluk Anson tidak mempunyai jeti dan kapal wap berlabuh di tengah-tengah sungai. Di seberang padang dan jalan raya ialah Pejabat Daerah dan Mahkamah, Pejabat-pejabat lain, Tanah, Perbendaharaan, Pejabat Ukur dan Kastam semuanya berada dalam satu bangunan bertentangan dengan pelabuhan dan tidak jauh dari stesen kereta api sekarang. Rumah Rehat berada di belakang kelab yang pada masa itu adalah dalam bangunan yang sama.
1920-an: Beberapa rumah rehat lain dibina di sepanjang laluan utama antara Teluk Intan, Bagan Datuk, dan Hutan Melintang bagi menampung keperluan penginapan bagi mereka yang melakukan perjalanan jauh.
1950-an: Rumah rehat di Hilir Perak mengalami perubahan dengan penambahbaikan kemudahan bagi menyesuaikan diri dengan keperluan moden, termasuk penyediaan elektrik dan sistem sanitasi yang lebih baik.
1970-an hingga kini: Kebanyakan rumah rehat lama di Hilir Perak telah diubahsuai atau ditukar fungsi menjadi tempat penginapan pelancong dan pusat rekreasi, bagi menarik lebih ramai pengunjung ke kawasan tersebut.
