Sejarah Sistem Pengangkutan Air di Perak

Salam buat semua. Hari ini hari Jumaat. Sudah hampir dua minggu kami umat Islam berpuasa Ramadan. Syukurlah, Allah SWT telah mengizinkan Atok dan Wan berkesempatan mengerjakan rukun Islam ketiga ini, bersama-sama anak dan cucu. Mudah-mudahan Allah memberikan rahmat, mengampunkan dosa, serta memasukkan kita semua ke dalam syurgaNya tanpa hisab. Atok dan Wan tidak mengharapkan apa-apa lagi duniawi, cuma pengampunan serta jaminan mendapatkan jannatul Firdaus sahaja impian kami. Amin, amin...YRA.

Okaylah..Atok ada satu teka teki buat korang. Teka teki bodoh-bodoh sahaja. Tak perlu nak perah otak bagai. Kalau Atok tanya orang Asli pun, tak sampai setahun, Atok dapat jawapan mereka. HAHAHA... Teka-tekinya berbunyi begini:

Jawapannya....Negeri PERAK. Nak tahu kenapa? Sebabnya kat Perak dek terlalu ramainya manusia, sampaikan ada yang terpaksa hidup di PARIT, DINDING dan makan LUMUT. Haahaaahaaaa. Yang lambat tangkap tu, biarkan dia. Karang lepas sejam dua barulah diorang gelak besar.😍😆👀

Entri Atok kali ini masih mengenai negeri Perak. Kali ini pasal jaringan perhubungan dan pengangkutannya. Kalau nak ceritakan secara detailnya, Atok boleh buat buku 3 jilid tebalnya. Memang banyak sangat informasinya. Cuma Atok nak sentuh sikit-sikit, secara selayang pandang sahaja setiap jenisnya. Kali ini Atok nak berikan maklumat tentang sejarah jalan air, lepas ini barulah jalan darat/ jalan raya, dan akhir sekali jalan kereta api..Tak payah semua dalam satu...nampak sangat gopoh dan gelojoh. Cramped otak jadinya! Kita baca santai satu-satu, biar lama asal PUAS! Biar gigi kuning, Otak jangan kuning ya...

Pengenalan

Jaringan pengangkutan air di Perak merangkumi sistem dan infrastruktur yang digunakan untuk mengangkut barangan dan penumpang melalui badan air seperti sungai, tasik, dan laut. Ini termasuk pelabuhan, dermaga, dan laluan perkapalan yang memudahkan operasi kapal, tongkang, dan perahu. Jaringan ini vital dalam mempromosikan perdagangan, pengangkutan sumber asli, dan hubungan antara kawasan-kawasan di Perak dan negeri-negeri lain. Pada suatu masa dahulu, terdapat dua laluan utama yang digunakan untuk ke pedalaman Perak, iaitu laluan sungai dan laluan darat melalui denai hutan serta jalan kereta api.  

Sungai di Perak memainkan peranan penting dalam konteks sosioekonomi. Pertama, ia berfungsi sebagai laluan pengangkutan utama yang membolehkan pengangkutan barang seperti bijih timah dan produk pertanian ke pelabuhan untuk dieksport. Kedua, sungai merupakan sumber kehidupan, menyediakan air untuk pertanian, yang merupakan aktiviti ekonomi utama di kawasan tersebut. Selain itu, sungai menyokong industri perikanan dengan menyediakan habitat bagi spesies ikan yang penting untuk makanan dan pendapatan penduduk tempatan. 

Laut juga memainkan peranan yang sangat kritikal dalam ekonomi Perak dengan menyediakan pelbagai sumber dan peluang yang meningkatkan kesejahteraan masyarakat. Laut menawarkan sumber perikanan yang kaya, menjadi penyumbang protein untuk penduduk dan pendapatan bagi nelayan lokal melalui industri penangkapan ikan dan hasil laut lain seperti udang dan kerang. 

Laut berfungsi sebagai laluan pengangkutan maritim yang kritikal melalui pelabuhan seperti Pelabuhan Lumut, mempermudah perdagangan antarabangsa dan pengangkutan barang. Terdapat juga potensi untuk pembangunan sumber tenaga baru, seperti tenaga marin, yang dapat menyokong ekonomi. Laut menyokong pelbagai industri sampingan, termasuk pemprosesan makanan laut, yang membuka lebih banyak peluang pekerjaan. Kegiatan yang berkaitan dengan laut sering memerlukan infrastruktur seperti pelabuhan dan jeti, merangsang pertumbuhan ekonomi setempat.

Ekspedisi awal Sungai di Perak merujuk kepada penerokaan dan penjelajahan yang dilakukan oleh pelbagai individu dan pihak, terutama pada abad ke-18 dan ke-19, untuk mengenali dan memahami sungai-sungai di negeri Perak, Malaysia. Perak memiliki sistem sungai yang luas dan penting, termasuk Sungai Perak, yang merupakan sungai utama di negeri tersebut. Sungai Perak dan anak-anak sungainya telah menjadi laluan penting dalam aktiviti perdagangan dan pengangkutan. Dalam sejarah, pelayar dan pedagang dari pelbagai latar belakang, termasuk Melayu, Bugis, dan Cina, telah menggunakan sungai ini untuk membawa barang dan menjalankan perdagangan.

Laluan sungai merupakan laluan utama ke pedalaman Perak kerana negeri ini mempunyai sungai-sungai besar seperti Sungai Perak, Sungai Kinta, dan Sungai Batang Padang yang menjadi nadi pengangkutan bagi masyarakat setempat. Sungai Perak adalah laluan terpenting, menghubungkan kawasan pantai dengan kawasan pedalaman seperti Kuala Kangsar dan Ipoh. Kapal dagang, perahu, dan rakit digunakan untuk mengangkut hasil bumi seperti bijih timah, kayu balak, dan hasil pertanian ke pelabuhan seperti Telok Anson (Teluk Intan) sebelum dieksport ke luar negara. Selain itu, laluan sungai juga digunakan oleh pedagang dari luar seperti pedagang China dan India untuk berurusan dengan masyarakat tempatan. 

Sejarah Jaringan Laluan Sungai di Perak

Sejarah jaringan laluan sungai di Perak berkait rapat dengan perkembangan tamadun dan ekonomi negeri ini, dengan Sungai Perak sebagai laluan utama sejak zaman purba. Sungai ini menghubungkan kawasan pedalaman dan pantai, memudahkan perdagangan dan pertanian, serta menarik pedagang dari wilayah Melayu dan Cina sejak abad ke-15. Perdagangan ini mendorong perkembangan bandar seperti Kuala Kangsar dan Ipoh. Pada abad ke-19, penemuan bijih timah di kawasan sekitar menjadikan laluan sungai lebih penting untuk pengangkutan bijih timah ke pelabuhan bagi eksport, merangsang pertumbuhan ekonomi. Selain itu, laluan ini mempengaruhi perkembangan sosial dan budaya masyarakat setempat, mengeratkan hubungan antara pelbagai etnik dan membentuk jaringan sosioekonomi yang berkesan hingga ke hari ini.

Di Perak, sungai seperti Sungai Perak dan pelabuhan seperti Pelabuhan Lumut dan Pelabuhan Teluk Anson memiliki peranan penting dalam sejarah dan perkembangan ekonomi negeri, terutama pada zaman penjajahan dan tahap awal industrialisasi. Jaringan ini tidak hanya menyokong aktiviti ekonomi, tetapi juga memberi impak kepada pembangunan sosial dan budaya masyarakat setempat.

Penduduk Perak yang mengenali keadaan semasa mungkin berminat untuk mengetahui tentang laluan alternatif dari Larut ke Kinta, yang sering digunakan oleh pengembara yang tidak mahu melalui perjalanan panjang dan meletihkan dengan gharry (kereta kuda).

Apa yang mereka lakukan ialah menaiki bot di Kuala Kangsar, menyusuri Sungai Perak pada waktu malam, dan turun di Kampung Blanja sebelum subuh pada keesokan harinya. Kemudian, mereka perlu menunggang sejauh dua belas batu melalui laluan bridle-path (laluan kecil untuk kuda) ke Batu Gajah.

Laluan berliku ini mengambil masa kira-kira empat belas jam, berbanding hanya sembilan puluh minit jika menggunakan kereta pada hari ini.

Perjalanan sungai juga sangat murah. Pendayung Melayu boleh diupah untuk perjalanan tiga hari menyusuri Sungai Perak dari Kuala Kangsar ke Telok Anson, dengan kadar 35 sen sehari bagi setiap pendayung, ditambah 20 sen sehari untuk bot. Setelah menghantar penumpang, mereka perlu menghadapi perjalanan tujuh hari untuk mendayung bot mereka kembali ke hulu sungai.

Penggunaan sungai jauh lebih penting pada masa itu berbanding hari ini. Bot pelancar dan bot lima tan kerap melakukan perjalanan sejauh 50 batu menyusuri Sungai Kinta dari Batu Gajah ke Telok Anson. Bot dua tan pula boleh pergi sejauh Ipoh.

Ekspedisi Residen Pertama Perak

Penerokaan awal oleh pihak Barat, seperti British, juga memainkan peranan penting. Mereka melakukan ekspedisi untuk memetakan kawasan dan mengkaji potensi ekonomi serta sumber daya yang ada di Perak, terutamanya setelah penemuan bijih timah di Perak pada akhir abad ke-19, yang menyebabkan kemajuan pesat dalam pembangunan ekonomi kawasan tersebut.

Ekspedisi ini membantu meningkatkan pemahaman tentang geografi, ekologi, dan budaya masyarakat setempat, serta memberi impak kepada perkembangan sosial dan ekonomi negeri Perak secara keseluruhannya. Namun, ia juga membawa kepada perubahan yang besar dalam kehidupan penduduk tempatan akibat penjajahan dan eksploitasi sumber daya. 

Pada 8 Mei 1875, J.W.W Birch mengunjungi hampir semua kampung di sepanjang pantai antara Cape Rachado, Melaka dan Perak, serta meneliti sungai-sungai hingga ke lokasi yang dapat dicapai oleh peluncur wap. Birch meneroka Sungai Perak dan sungai-sungai di sekitarnya, memberikan maklumat mengenai keadaan geografi dan demografi kawasan tersebut, dengan populasi di tebing Sungai Perak dianggarkan 80,000 orang, termasuk penduduk di kampung di sekitar Sungai Bidor dan Batang Padang. 

Laporannya juga menyebut tentang kekayaan sumber perlombongan di Sungai Kinta, serta keadaan Sultan yang tinggal di perahu dan mengalami masalah ketagihan opium. Birch juga mencatatkan cara perjalanan Sultan menggunakan gajah dan interaksinya dengan pemimpin tempatan, mencerminkan struktur sosial dan budaya masyarakat pada masa itu. Setelah berjumpa dengan Sultan Perak di Batak Rabit dan membuat pengaturan untuk penghantaran pembantu serta bekalan ke Kuala Kangsar, Birch dan rombongannya menghadapi cabaran semasa ekspedisi di sungai, termasuk kelewatan disebabkan arus deras. Birch membeli rakit dan bertemu perahu di Sengang. 

Di Blanja, beliau bertemu bekas Sultan, Raja Ismail, dan menyampaikan hasrat Gabenor untuk menyerahkan regalia kepada Sultan Abdullah. Namun, mereka menghadapi masalah mendapatkan makanan disebabkan larangan ketua kampung. Birch merancang untuk bergerak ke kampung yang lebih mesra dan meminta Raja Ismail merekodkan janji regalia tetapi ditolak. Setelah mengetahui regalia berada di Kinta, Birch memutuskan untuk kembali ke Bandar, di mana beliau bertemu Sultan yang membawa rombongan untuk membantunya.

Dengan sokongan Sultan, Birch meneruskan perjalanan ke Bandar dan menghabiskan masa dengan Laksamana dan Sultan sebelum ke Pulau Pinang. Beliau terus meneliti negeri di hulu sungai yang digambarkan sebagai sangat indah dengan tanah subur yang sesuai untuk pelbagai jenis pertanian, termasuk jagung India dan tebu yang tumbuh subur. Di kawasan ini, tanaman jagung India dan tebu tumbuh subur, serta pokok buah-buahan dan kelapa palma yang menghiasi sekitar kampung, menunjukkan keadaan pertanian yang luar biasa baik. 

Penduduknya ramai, dan orang Melayu di sini tampak lebih baik, baik lelaki mahupun wanita, berbanding dengan yang biasanya ditemui di pedalaman. Tiada tanda kemiskinan dapat dilihat di mana-mana, sebaliknya orang ramai kelihatan berpuas hati dan bahagia. Birch berpendapat kawasan ini sangat sesuai untuk penanaman kopi. 

Walau bagaimanapun, Birch mendapati penduduk di Perak enggan melakukan kerja untuk upah, kecuali untuk pertanian di tanah mereka sendiri, dan mereka bergantung kepada pendatang untuk kerja seperti memotong hutan. Birch mencadangkan pengenalan pertanian lada dengan mengimport penduduk dari Acheh dan Bugis, dan juga melaporkan tentang pelbagai hasil pertanian tempatan yang lain.

Beliau mencatatkan terdapat lombong timah di sepanjang Sungai Perak dan anak-anak sungainya, dan Birch telah menubuhkan Balai Polis untuk berhubung dengan stesen British di Pangkor serta menyokong pengutipan cukai. Sungai-sungai seperti Sungai Beruas, Sungai Hut, dan Sungai Tinggi juga disebutkan sebagai relevan untuk potensipengangkutan, sementara potensi pertanian di Sungai Larut, Trong, dan Limau turut dinyatakan. Birch menegaskan bahawa muara sungai perlu ditandakan dengan pelam pung untuk memastikan keselamatan dan kelancaran navigasi, langkah-langkah yang juga telah diambil untuk sungai Kerian dan Perai. Akhirnya, beliau menyebut kelebihan geografi Sungai Perak dan Sungai Larut dalam konteks strategi tentera untuk mengawal kawasan di Perak, dengan kemampuan untuk memantau pergerakan hingga ke Kuala Kangsar.

Ekspedisi Gabenor Negeri-negeri Selat ke Perak: Suatu Catatan Perjalanan

Pada tanggal 2 Disember 1884, satu ekspedisi yang dipimpin oleh Gabenor Negeri-negeri Selat dimulakan, setelah meninggalkan kapal Sea Belle untuk kembali ke Dindings dari Pangkor. Sea Belle memasuki Sungai Perak dan meneruskan perjalanan ke arah Teluk Anson, di mana sambutan meriah telah diatur. Sekumpulan besar Rajah dan Penghulu telah menanti untuk mengalu-alukan Gabenor di kediaman Encik Noel Denison, Penguasa Hilir Perak. Pertumbuhan pesat Teluk Anson menunjukkan potensi kawasan ini sebagai bandar yang penting di masa hadapan. 

Rombongan Gabenor melanjutkan perjalanan mereka untuk bersarapan dengan Raja Mahkota di Sungai Durian, di mana mereka dijamu dengan persembahan muzik Jawa yang mempesona. Selepas itu, mereka mengikuti Sungai Jandarata dan berjalan di sepanjang jalan dan terusan yang hampir siap sepanjang 24 batu menuju ke Sungai Bernam. Laluan ini dijangka akan memendekkan perjalanan laut bagi bot kecil yang belayar dari Perak ke Sungai Bernam, menjimatkan jarak perjalanan sekurang-kurangnya 25 batu. 

Pada keesokan harinya, rombongan meneruskan perjalanan ke arah hulu Sungai Bernam dengan menggunakan bot Kinta dan Rapid, membuat satu pemberhentian di Sabak, di mana Rajah Indut, Item, Sahlei, dan Ma Aris sudah menunggu untuk bertemu Gabenor dan Residen. Setelah itu, mereka bergerak ke Sungai Kuali, di mana meskipun terletak sejauh 78 batu dari laut, sungai tersebut masih mempunyai lebar kira-kira 120 kaki dan kedalaman yang signifikan. Meskipun negeri ini kebanyakannya rata dan berbukit, ia masih kurang berpenduduk walaupun tanahnya sangat subur dan sesuai untuk pertanian.

Kinta ditinggalkan di Teluk Kuali dan Rapid di Changkat Bertam, yang terletak 85 batu dari laut. Meskipun aliran sungai di sini masih dalam, ianya mula semakin menyempit, memaksa rombongan untuk meneruskan perjalanan dengan bot Melayu. Mereka kini memasuki kawasan paya yang luas, tetapi rasa kecewa tidak menyusul apabila mereka tiba di Gedangsa, yang terletak 111 batu dari laut dan hanya lapan batu dari rumah Encik J. B. M. Leech, stesen Majistret dan Pengumpul di Kuala Slim. Dari situ, kepala bot diarahkan semula ke arah laut.

Sungai Bernam diiktiraf sebagai salah satu yang terindah di Semenanjung. Kapal Sea Belle yang panjangnya hampir 110 kaki mampu mengharungi sejauh 70 batu dengan kedalaman lebih dari 4 hasta, bahkan dapat melintasi bar pada waktu air tinggi. Setelah bertemu semula dengan Sea Belle di Pangkor, Residen Perak dan Gabenor kembali ke Larut, dengan satu singgahan di Melaka untuk urusan rasmi, sebelum tiba di Singapura pada awal pagi 12 Disember 1884. Ekspedisi ini menunjukkan bukan sahaja kecantikan alam semulajadi di negeri ini, tetapi juga potensi besar untuk pembangunan dan kemakmuran yang lebih lanjut, khususnya dalam sektor pertanian dan perdagangan.

Pertikaian pembahagian sempadan antara Perak dan Kedah, serta Patani

Sultan Kedah mendakwa bahawa territorinya meliputi kawasan di utara Sungai Selama, termasuk bahagian-bahagian Patani dan Perak, manakala orang Melayu Perak menegaskan bahawa Sungai Kerian adalah sempadan mereka hingga ke Ulu Kerian dan Gunung Inas. Komuniti Patani pula mengklaim kawasan dari Ulu Kenering hingga ke Bukit Naksa yang didiami oleh mereka, dan ini menimbulkan ketegangan dengan penduduk Melayu Perak. Orang Melayu Perak berpendapat bahawa sempadan seharusnya ditentukan berdasarkan kawasan tadahan sungai di hulu Sungai Perak, yang selaras dengan adat tradisional Melayu, contohnya antara Johor dan Pahang.

Perhubungan Maritim antara Perak dan Negara-negara Jiran

Lebar Sungai Perak bervariasi, tetapi pada jarak seratus tiga puluh mil dari laut, terutama di Kuala Kangsar, ia menawarkan pemandangan menakjubkan melalui pedalaman negeri. Di samping itu, ke timur Sungai Perak, terdapat Sungai Kinta yang juga penting, yang mengalir melalui lembah yang dinamakan sama dan menjadi lokasi bandar Kinta. Bandar ini kini menjadi ibu pejabat seorang Ejen Kerajaan, Encik Noel Denniston. Sungai Kinta serta beberapa sungai kecil lain menyatu ke dalam Sungai Perak di atas Durian Sebatang, membentuk sistem sungai yang meluaskan kawasan pengairan yang menarik. Walaupun tidak sempat mengunjungi Kinta, lembah ini boleh diakses dengan berjalan kaki melalui perjalanan lebih dari empat belas batu di jalan hutan yang mencabar. Dengan semua perkembangan ini, perkhidmatan pos baru ini menjanjikan kemudahan yang lebih baik dan kemudahan untuk penjelajahan, memberikan harapan untuk kemajuan di rantau ini.

Pelabuhan Durian Sebatang

Pada Isnin, 12 Jun 1876, pengenalan Phya Peket, kapal wap pertama dalam perkhidmatan pos baru antara Singapura dan Pulau Pinang, pasti akan menjadi detik bersejarah. Kapal ini dijadualkan berlepas dari Pesisir pada petang Khamis depan, melalui laluan yang melibatkan Melaka, Linggi, Klang, Selangor, dan Perak. Durian Sebatang, yang dipilih sebagai pelabuhan utama di Selatan, memberikan alternatif yang lebih baik untuk memulakan perjalanan ke Larut. 

Kapal wap ini berlepas dari Singapura dan Pulau Pinang setiap dua minggu mula 3 Jun. Kadar tambang untuk tiket kelas 1 dan kelas 2 ditetapkan berdasarkan destinasi, memberikan pilihan kepada penumpang untuk menjalani perjalanan dengan lebih selesa. Perkhidmatan pengangkutan ini juga merangkumi perkhidmatan ke Rangoon setiap dua minggu dan perkhidmatan bulanan ke Siam Bawah dan pelabuhan Burmah British. Bagi maklumat lanjut, orang ramai boleh menghubungi Fraser & Co. di Pulau Pinang atau Maclaine, Fraser & Co. di Singapura. 

Dari Durian Sebatang juga, pengembara dapat melintasi negara dan mengalir turun Sungai Perak ke laut. Dengan cara ini, sebahagian besar negeri dapat dijelajahi dengan lebih mudah dan selesa. Sungai Perak mengalir hampir secara menegak dari utara ke selatan, membahagikan negeri ini kepada dua bahagian yang berbeza dan menyediakan laluan yang murah ke arah lautan. Namun, keadaan sungai yang cetek, terutama sehingga lima puluh mil dari laut di Durian Sebatang, memerlukan penggunaan bot ringan. Arus yang kuat juga menuntut kaedah pengendalian tertentu dikenali sebagai pooling.

Pelabuhan Weld/Port Weld

Port Weld (kini dikenali sebagai Kuala Sepetang) terletak di muara Sungai Sepetang, Perak, dan dipilih sebagai pelabuhan utama bagi perdagangan bijih timah pada akhir abad ke-19. Lokasinya yang strategik berhampiran Taiping menjadikannya titik akhir bagi landasan kereta api pertama di Tanah Melayu, yang menghubungkan Taiping ke Port Weld sejauh 13 km dan dibuka secara rasmi pada 1 Jun 1885. Pemilihan Port Weld dibuat kerana beberapa faktor utama, antaranya keperluan perdagangan bijih timah, kedudukan strategik di muara sungai, pembangunan infrastruktur oleh British, sumber alam yang berlimpah, serta kepentingannya dalam ekonomi kolonial.  

Pada waktu itu, Taiping berkembang pesat sebagai pusat perlombongan bijih timah utama di Perak, namun pengangkutan hasil perlombongan ke pasaran luar masih bergantung kepada jalan darat dan sungai yang kurang efisien. Oleh itu, British memilih Port Weld sebagai pelabuhan utama untuk mengeksport bijih timah dengan lebih cepat ke Pulau Pinang dan pasaran antarabangsa. Kedudukannya di muara Sungai Sepetang membolehkan kapal-kapal dagang berlabuh dengan mudah, sekaligus memudahkan pemindahan barang dari kapal ke darat serta penghantaran bijih timah dari lombong menggunakan kereta api.  

Selain itu, British juga membangunkan infrastruktur bagi memastikan rangkaian logistik yang lebih cekap, dengan membina landasan kereta api yang menghubungkan Taiping dan Port Weld bagi mempercepatkan proses pengangkutan dan mengurangkan kos logistik. Kawasan sekitar pelabuhan ini turut kaya dengan hasil hutan seperti kayu bakau yang digunakan dalam industri pembinaan serta penghasilan arang, manakala aktiviti perikanan menjadi sumber ekonomi utama bagi penduduk setempat. Dari sudut politik dan ekonomi, pemilihan Port Weld sebagai pelabuhan utama juga membolehkan British mengukuhkan kawalan mereka ke atas perdagangan dan industri perlombongan di Perak.  

Pemilihan Port Weld sebagai pelabuhan utama adalah disebabkan oleh faktor keperluan perdagangan bijih timah, kedudukannya yang strategik, pembangunan infrastruktur oleh British, sumber alam yang berlimpah, serta kepentingannya dalam rancangan ekonomi kolonial. 

Walaupun Kerajaan Perak telah berusaha dalam menghubungkan Taiping dengan Port Weld, terdapat tanggung jawab yang masih belum dipenuhi berkaitan dengan penciptaan laluan baru, terutama dari Simpang ke Port Weld. Meskipun mereka telah membuat kemajuan dalam membangunkan jalan. 

Terdapat dua atau tiga batu jalan yang masih dalam keadaan tidak baik, menyebabkan barang dari Pulau Pinang ke Kuala Kangsar terpaksa melalui laluan lama melalui Matang. Proses pengendalian barang juga menjadi isu utama. Barang yang melalui Matang boleh dimuatkan terus dari kapal ke wagon lembu yang tersedia untuk penghantaran ke Kuala Kangsar. Sebaliknya, barang yang melalui Port Weld perlu dimuat ke dalam trak kereta api terlebih dahulu sebelum dipindahkan ke wagon lembu di Simpang untuk penghantaran terakhir ke Kuala Kangsar. Kos tambahan yang terlibat dalam perjalanan kereta api yang singkat ini dan pemindahan barang yang diperlukan menjadikan laluan melalui Matang lebih popular dan lebih praktikal berbanding laluan melalui Port Weld.

Keadaan ini juga meningkatkan risiko penyeludupan dan menambah beban perbelanjaan untuk kakitangan rasmi yang diperlukan di kedua-dua pelabuhan. Terdapat juga harapan dari pihak Taiping untuk melihat sambungan rel dari Simpang diteruskan ke Port Weld, yang akan meningkatkan aksesibiliti dan mengurangkan keperluan perjalanan yang tidak selesa di kalangan penduduk.

Sir Hugh Low, yang mencipta Port Weld, berpotensi untuk mendapat penghargaan yang tinggi daripada penduduk daerah tersebut jika beliau meneruskan usaha untuk memperbaiki sambungan jalan ke Simpang. Dengan pembangunan ini, ia pasti akan memberi manfaat bukan sahaja kepada penduduk Port Weld, tetapi juga kepada mereka yang tinggal di liku-liku Taiping dan Kuala Kangsar. Penghubungan yang lebih baik akan mempercepatkan proses perdagangan dan keseluruhan pembangunan ekonomi di kawasan tersebut, seiring dengan pertambahan populasi.

Namun, kemerosotan infrastruktur dan perubahan laluan perdagangan turut menyumbang kepada kepupusan pelabuhan ini. Port Weld, yang dahulunya menjadi laluan utama untuk mengangkut bijih timah dari Taiping melalui landasan kereta api pertama di Tanah Melayu pada tahun 1885, semakin kehilangan peranannya apabila sistem jalan raya moden dan pelabuhan yang lebih besar berkembang. Laluan kereta api Port Weld-Taiping akhirnya ditutup sepenuhnya pada 1980-an. Begitu juga dengan muara Kuala Sepetang, di mana perubahan bentuk sungai dan mendapan menjadikan pelabuhan kurang efisien. Selain itu, perubahan keutamaan pembangunan juga memainkan peranan.

Pelabuhan Lumut

Agak memeranjatkan apabila kerajaan Perak, pada 16 Oktober 1889, mengusulkan Lumut, kawasan bandar yang terletak di tebing selatan Sungai Dindings, sebagai pelabuhan laut yang semula jadi bagi Perak, dan mungkin juga untuk Selangor utara dan Ulu Pahang, jika laluan sesuai dapat ditemukan melepasi rangkaian gunung yang tengah. Sungai Dindings tanpa sebarang bar di pintu masuk, dan hanya mengalirkan sejumlah kecil air, berbeza daripada sungai-sungai lain di Semenanjung. Terdapat ciri semula jadi yang lebih baik dan pantai yang berpasir.

Terdapat potensi sebuah pelabuhan yang hebat dan sangat dilindungi dengan keluasan tanpa had, dalamnya cukup untuk mengapungkan kapal stim terbesar sekalipun, garis lima hasta kedalaman meluas, hanya beberapa kaki dari pantai. Pelabuhan yang diusulkan ini berdekatan dengan laluan semasa trafik laut, dan sebuah kapal laut dari Colombo ke Singapura dengan mudah dapat mengambil Lumut dalam perjalanannya tanpa banyak kehilangan masa dan tanpa risiko penahanan. 

Lumut telah dipilih sebagai pelabuhan yang diusulkan atas beberapa alasan: 

(1) Ia lebih dekat dengan muara sungai dan lebih mudah diakses dari laut dan mengelakkan 12 batu pelayaran sungai yang diperlukan untuk mencapai Kota Siam; 

(2) Tempat berlabuhnya lebih baik, dan memberi lebih banyak ruang untuk kapal berlabuh dan berpusing; 

(3) Pemilihan Kota Siam sebagai pelabuhan dan terminal kereta api akan melibatkan beberapa pengaturan jambatan yang mahal; 

(4) Di Kota Siam tidak terdapat lokasi baik untuk sebuah bandar, manakala di Lumut terdapat; 

(5) Terdapat harapan bahawa kapal laut dari luar negara akan tertarik ke Lumut, sekaligus kurang mungkin mereka akan pergi ke pelabuhan yang hanya dapat dicapai melalui pelayaran sungai. Mengenai lokasi kawasan bandar yang dicadangkan di Lumut, antara jeti dan bukit terdapat sebuah dataran seluas 120 ekar.

Tempat-tempat saingan bagi Lumut adalah Teluk Anson dan Port Weld, Kedua-duanya terletak sekitar 40 batu ke hulu sungai, yang memerlukan navigasi yang berhati-hati, dan yang mempunyai bar yang buruk di pintu masuknya. Kapal yang menarik sekitar 14 kaki air dapat mencapainya, tetapi terdapat air yang tidak mencukupi untuk kapal laut besar tanpa mengira kesukaran navigasi.

Namun, kedudukan geografi akan sentiasa menjadikan tempat tersebut penting untuk perdagangan tempatan. Port Weld, sebagai sebuah pelabuhan, adalah lebih buruk daripada Teluk Anson. Port Weld sangat tidak dapat diakses kecuali untuk kapal yang ringan, dan lokasi tapaknya hanya tanah paya yang tidak sesuai untuk sebuah bandar. Walau bagaimanapun, ia tetap akan menjadi sebuah pelabuhan untuk perdagangan tempatan, sekurang-kurangnya untuk beberapa tahun akan datang.

Bagaimanapun, dipercayai bahawa pelabuhan yang dicadangkan di Lumut akan menjadi sesuatu yang lebih daripada sekadar saingan kepada pelabuhan-pelabuhan kecil yang sedia ada di Semenanjung. Ada kemungkinan ia akan mengancam perdagangan Pulau Pinang, di mana ia akan mempunyai banyak kelebihan, termasuk pelabuhan yang lebih baik dan komunikasi kereta api yang terus dengan semua bahagian Semenanjung Melayu.

Pada masa hadapan, apabila Lumut menjadi pelabuhan dan Teluk Anson tidak lagi menjadi pelabuhan yang memenuhi keperluan perdagangan yang semakin meningkat, adalah wajar untuk menghubungkan Kinta dengan Dindings melalui kereta api. Namun, walaupun itu dilakukan, adalah sangat tidak mungkin kapal-kapal pemuatan lautan akan menjadikan Lumut sebagai pelabuhan persinggahan, atau bahawa, untuk banyak tahun ke depan, akan muncul di tebing sungai Dinding sebuah pesaing kepada Pulau Pinang. Dikhabarkan bahawa Kerajaan Perak sedang membayar kepada Kerajaan S.S. sebanyak $86,850 berkaitan bangunan, jalan raya, jambatan, dan harta tidak bergerak lain di Dindings. Pemindahan Dindings dari Koloni ke Perak dan implikasinya bagi kemudahan pelabuhan. 

Dasar untuk kemudahan pelabuhan di pantai barat dipandu oleh Lembaga Komunikasi Malaya, yang telah menyatakan bahawa hanya tiga pelabuhan—Singapura, Port Swettenham, dan Pulau Pinang—diperlukan untuk penghantaran lautan. Walaupun pemindahan itu mungkin memajukan Lumut sebagai pelabuhan pengangkutan pantai, ia tidak akan mengubah dasar all-Malaya yang sedia ada. Kepemimpinan Perak tidak mempunyai niat untuk merendahkan kepentingan Pulau Pinang. 

Namun, cadangan pembangunan Lumut sebagai pelabuhan utama dan pusat perdagangan tidak menjadi kenyataan pada zaman British disebabkan oleh beberapa faktor. Pertama, kesukaran logistik dan infrastruktur yang memerlukan pelaburan besar dan perancangan rapi, terutamanya dalam kawasan sukar, menjadi halangan utama. Selain itu, persaingan daripada pelabuhan yang sudah mapan seperti Pulau Pinang dan Singapura mengurangkan keutamaan Lumut. Ketidakpastian ekonomi akibat perubahan dinamik perdagangan dan kesan Perang Dunia Pertama turut mempengaruhi keputusan pelaburan.

Tambahan pula, kesukaran dalam memperoleh pelaburan yang diperlukan serta perubahan dalam keutamaan politik dan strategi kolonial British menyebabkan banyak projek tertangguh atau dibatalkan. Isu sosial dan ketidakselarasan dengan komuniti tempatan juga boleh menghadkan sokongan untuk pembangunan, sementara kekangan perundangan menjadikan proses mendapatkan kelulusan untuk projek-projek besar menjadi rumit. Secara keseluruhannya, pelbagai faktor ini menjelaskan kenapa Lumut tidak dapat dikembangkan sebagai pelabuhan utama pada zaman tersebut.

Pelabuhan Telok Anson

Pada zaman awal, bandar ini dikenali sebagai Teluk Mak Intan, dinamakan sempena seorang pedagang wanita berketurunan Mandailing. Di sinilah para pembesar Perak mengadakan istiadat pemerintahan dari tahun 1528 sehingga Kuala Kangsar diangkat sebagai bandar diraja pada tahun 1877.  

Semasa era pemerintahan British, nama bandar ini ditukar kepada Teluk Anson (Anson Bay) sebagai penghormatan kepada seorang pegawai British dan Leftenan Gabenor terakhir Pulau Pinang, Mejar Jeneral Sir Archibald Edward Harbord Anson, yang merancang susun atur bandar moden ini pada tahun 1882.Pada tahun 1882, Mejar Jeneral Sir Archibald Edward Harbord Anson, seorang pegawai British dan Leftenan Gabenor terakhir Pulau Pinang, merancang pembangunan bandar moden Telok Anson untuk menyokong aktiviti perdagangan dan pentadbiran kolonial. Pelabuhan ini menjadi pusat pentadbiran British di Hilir Perak dan membantu memperkukuh kawalan mereka ke atas perdagangan di wilayah tersebut.  

Teluk Anson pernah menjadi pelabuhan kedua terpenting di Tanah Melayu. Noel Denison, Superintenden Daerah Hilir Perak dan Krian, pernah menyatakan bahawa pada hari Ahad, 6 April 1893, Anson Bay merupakan pelabuhan yang sibuk dengan tidak kurang daripada enam buah kapal berlabuh di Pelabuhan Teluk Anson. 

Pelabuhan Telok Anson (kini Teluk Intan) terletak di tebing Sungai Perak, kira-kira 32 kilometer dari muara sungai yang mengalir ke Selat Melaka. Kedudukannya yang strategik menjadikannya pelabuhan utama bagi wilayah Hilir Perak pada abad ke-19, memudahkan perdagangan antara kawasan pedalaman dengan pelabuhan antarabangsa seperti Pulau Pinang dan Singapura. Pemilihan Telok Anson sebagai pelabuhan utama dibuat berdasarkan beberapa faktor utama. Pertama, lokasinya di sepanjang Sungai Perak membolehkan kapal-kapal dagang berlabuh dengan mudah untuk memindahkan barangan seperti hasil pertanian dan bijih timah. Sungai Perak berfungsi sebagai laluan perdagangan utama, menghubungkan kawasan pedalaman yang kaya dengan sumber ekonomi seperti lombong bijih timah, ladang getah, dan tanaman kelapa dengan pasaran luar.  

Selain itu, potensi perdagangan yang besar di Hilir Perak turut menyumbang kepada pemilihan Telok Anson sebagai pelabuhan penting. Pada ketika itu, kawasan ini terkenal dengan industri kelapa, getah, dan bijih timah yang menjadi eksport utama ke luar negara. Pelabuhan ini menjadi pusat pengumpulan hasil sebelum dihantar ke pelabuhan yang lebih besar seperti Pulau Pinang dan Singapura. Perdagangan antara penduduk tempatan dengan pedagang luar, termasuk dari China dan India, turut berkembang pesat. Seterusnya, pengaruh dan perancangan British dalam pembangunan bandar juga memainkan peranan penting dalam pemilihan lokasi ini. 

Selain itu, sumber alam yang menyokong aktiviti pelabuhan turut menjadi faktor utama. Selain hasil bijih timah dan pertanian, kawasan sekitar Telok Anson juga kaya dengan sumber kayu bakau yang digunakan dalam industri pembinaan kapal dan pembuatan arang, memberikan kelebihan kepada pelabuhan ini dalam menyediakan bekalan kepada kapal-kapal yang berlabuh. Sistem pengangkutan yang efisien turut menjadikan Telok Anson sebagai pelabuhan pilihan. Jaringan sungai yang luas dan kemudahan pengangkutan darat yang dibangunkan oleh British memudahkan pergerakan barangan dari kawasan pedalaman ke pelabuhan. Kapal-kapal stim dan kapal layar yang beroperasi di Sungai Perak turut membantu dalam mempercepatkan urusan perdagangan.  

Kebanyakan kapal pada ketika itu mempunyai kipas di kiri dan kanan badan kapal atau di bahagian belakang. Antara kapal yang berlabuh termasuk Ooryia, Mena, The Rapid, S.S. Kwan Tung, Sea Belle, Sri Kinta, Snipe, S.S. Malacca, Semiramis dan lain-lain. Menurut Profesor Khoo Kay Khim, penduduk Teluk Anson memanggil kapal-kapal ini sebagai kapal roda pendayung.

Antara kapal terkenal yang pernah beroperasi di pelabuhan ini ialah:  

  • 1. Kapal wap penumpang dan kargo T.S.S Matang, milik Straits Steamship Company.  
  • 2. Kapal wap roda pendayung Ooryia, yang mempunyai iklan pelayaran ke Port Dickson, Klang, dan Teluk Anson.  
  • 3. Kapal S.S. London Belle.  

Teluk Anson, yang terletak di muara Sungai Perak. Teluk Anson, walaupun merupakan penempatan kecil, memiliki suasana yang berbeza dan lebih teratur berbanding Pangkor. Dengan kehadiran pegawai, kerja awam yang aktif, dan sebuah kelab, kawasan inimenunjukkan ciri-ciri kehidupan yang lebih beradab. Teluk Anson dihuni oleh ramai bekas pendatang dari Ceylon, termasuk pegawai dan pekerja yang terlibat dalam pelbagai sektor. Di sini, para pelancong akan menemui kapal wap bekas Ceylon, Lady Longden. Kapal ini, dinamakan sempena isteri Gabenor Sir James Longden, telah ditransformasikan dengan huruf-huruf besar yang bercirikan budaya Cina dan kini beroperasi di bawah sebuah firma Cina setelah perkhidmatan asalnya di Ceylon berakhir dengan kurang berjaya.

Kehadiran kapal Lady Longden di Teluk Anson bukan sahaja menambah warna kepada sejarah pelayaran kawasan ini, tetapi juga mencerminkan perubahan sosial dan ekonomi yang sedang berlaku, serta kepelbagaian budaya yang wujud dalam masyarakat yang berbentuk multinasional. Perjalanan ini bukan sekadar pengangkutan fizikal dari satu tempat ke tempat lain, tetapi juga sebuah refleksi tentang bagaimana kehidupan bergerak, beradaptasi, dan berinteraksi dalam era baru yang dipenuhi dengan cabaran dan peluang. Teluk Anson, dengan aspirasi untuk memenuhi keperluan penduduknya, terus berkembang sebagai pusat ekonomi dan

Berdasarkan pengamatan seseorang pengembara ke Teluk Anson, masa depan pelabuhan tersebut sebagai pusat perdagangan tampak diragukan. Antara harapan yang diletakkan, kereta api dijangka akan meningkatkan perdagangan yang dahulunya bergantung kepada aktiviti perkapalan. Pada masa itu, Teluk Anson banyak digunakan oleh nelayan tempatan sebagai pintu akses untuk memulakan dan mengakhiri perjalanan mereka, serta tempat penyimpanan bekalan. Namun, harapan kereta api untuk membawa lebih banyak trafik tidak menunjukkan tanda-tanda kemajuan, menjadikan Teluk Anson lebih sebagai pusat transit yang mana barang-barang dimuat turun dari kapal wap untuk dihantar menggunakan kereta api, bukannya sebagai pusat komersial utama.

Tender Perkhidmatan Kapal Layar Diumumkan oleh Kerajaan Perak

Dalam tahun 1890, Kerajaan Perak telah mengumumkan bahawa tender kini dibuka untuk kontrak Perkhidmatan Kapal Layar yang akan dilaksanakan dua kali sebulan selama tempoh satu tahun. Pengumuman ini mencerminkan usaha kerajaan dalam meningkatkan perkhidmatan pengangkutan laut bagi menyokong keperluan penduduk dan pegawai yang berkhidmat di kawasan ini. Tender yang diumumkan ini melibatkan pengangkutan muatan berat dari Pulau Pinang, bertujuan untuk memastikan kelancaran hubungan perdagangan dengan Telok Anson.

Kapal dijadualkan berlepas pada hari Jumaat dan Selasa, dan tiba di Telok Anson pada hari Sabtu dan Rabu bagi membolehkan sambungan dengan kapal-kapal dari Syarikat Perkapalan Sinait dan Hige Lewag. Tambahan pula, kapal akan kembali ke Pulau Pinang sekali seminggu dalam minggu alternatif. Perkhidmatan tersebut mesti memenuhi syarat spesifik yang ditetapkan oleh kerajaan. 

  • Kapal layar yang digunakan perlu memenuhi ukuran tertentu dan dikendalikan oleh pegawai dari Eropah untuk memastikan standard keselamatan dan kualiti.
  •  Kadar kelajuan minimum yang perlu dicapai adalah tidak kurang daripada knot per jam.
  • Seluruh surat-surat kerajaan yang diangkut dalam perkhidmatan ini akan dihantar secara percuma. 
  • Kapal juga dikehendaki berlepas dari jeti di Telok Anson hanya setelah ketibaan kereta api petang dari Kinta, membolehkan surat-surat tersebut diolah dan diproses dengan efisien sebelum dimuatkan ke dalam kapal.

Selain keperluan pengangkutan kargo, tender ini juga mensyaratkan 

  • penyediaan kemudahan kabin untuk sekurang-kurangnya enam penumpang kelas pertama dan semua penumpang kelas kedua. 
  • Di samping itu, pegawai kerajaan yang dalam tugas rasmi akan diangkut secara percuma, bagi memudahkan perjalanan mereka ke lokasi yang diperlukan.

Kerajaan Perak akan bertanggungjawab sepenuhnya terhadap pengangkutan semua muatan kerajaan. Kadar untuk penumpang dan kargo akan ditetapkan menurut skala yang sesuai, mematuhi keperluan semasa yang ada.

Tender ini memberikan peluang besar kepada penyedia perkhidmatan pengangkutan laut untuk mengambil bahagian dalam pembangunan infrastruktur di Perak. Bagi mereka yang berminat untuk menyertai tawaran ini, diingatkan untuk mematuhi semua syarat dan ketetapan yang telah ditetapkan oleh Kerajaan Perak. Pihak kerajaan mengharapkan penyertaan yang aktif daripada pengusaha perkapalan yang berkelayakan untuk memastikan perkhidmatan ini dapat dilaksanakan dengan lancar dan efisien, sekaligus menyokong pembangunan sosio-ekonomi kawasan Teluk Anson dan sekitarnya.






Pertikaian Pelanggaran Di Mahkamah

Dalam perkembangan berkaitan dengan pelayaran, pada tahun 1910, satu kes undang-undang penting sedang berlangsung di Mahkamah Agung Singapura. Kes ini melibatkan Eastern Shipping Co., Ltd. dan Straits Shipping Co., Ltd. berkaitan pelanggaran yang berlaku antara kapal Perak milik Straits Shipping dan kapal Avagyee milik Eastern Shipping. Plaintif menuntut ganti rugi atas dakwaan navigasi cuai oleh kapal Perak, manakala pihak defendan mendakwa kapal Avagyee yang bersalah. Keterangan daripada Capt. Campbell, nakhoda Avagyee, memberikan perspektif dalam perbicaraan yang merupakan contoh bagaimana cabaran navigasi dan pelayaran boleh membawa kepada isu undang-undang yang serius.

Pada tahun 1912, insiden pelanggaran lain antara kapal SS. Hok Canton dan SS.Perak telah berlaku di Sungai Perak, yang memperlihatkan betapa pentingnya navigasi dan pengurusan pelabuhan di kawasan berkenaan. Pelanggaran ini timbul apabila Hok Canton, yang berlepas dari jeti kereta api Teluk Anson, mengalami kerosakan akibat tindakan kapal Perak yang cuba mendahului. Ini mencerminkan risiko yang dihadapi kapal-kapal yang beroperasi di perairan yang sibuk, di mana jadual keberangkatan dan ketepatan navigasi menjadi kunci dalam mengelakkan insiden.

Faktor alam sekitar seperti sedimentasi juga menjadi salah satu penyebab utama Sungai Perak, tempat terletaknya Telok Anson Wharf, mengalami enapan yang menyebabkan dasar sungai semakin cetek dan tidak lagi sesuai untuk kapal besar. Telok Anson Wharf, yang pada awalnya digunakan untuk perdagangan hasil pertanian seperti kelapa dan getah. Namun, apabila kapal yang lebih besar memerlukan pelabuhan dengan kedalaman yang mencukupi, peranannya semakin merosot, ditambah dengan masalah sungai yang semakin cetek akibat mendapan.  

Pada tahun 1982, sempena ulang tahun ke-100 penubuhan bandar ini, nama Teluk Anson ditukar sekali lagi kepada Teluk Intan (Diamond Bay) oleh Sultan Perak. Kini, bandar ini masih mengekalkan beberapa bangunan kolonial dan rumah kedai Cina, di samping bangunan moden, beberapa kompleks membeli-belah, serta sebuah panggung wayang moden.

Hakikatnya, jaringan pengangkutan air di Perak melibatkan sistem dan infrastruktur seperti pelabuhan, dermaga, serta laluan perkapalan yang digunakan untuk mengangkut barangan dan penumpang melalui badan air seperti sungai dan laut. Sungai Perak berfungsi sebagai laluan pengangkutan penting untuk barang-barang seperti bijih timah dan produk pertanian, sementara laut menyediakan sumber perikanan, pelancongan, dan peluang perdagangan. Pengurusan yang baik terhadap sumber air adalah penting bagi kesejahteraan ekonomi dan kelestarian ekosistem.

Sejarah jaringan laluan sungai di Perak bermula dengan Sungai Perak sebagai laluan utama sejak zaman purba, menghubungkan kawasan pedalaman dan pantai. Pada abad ke-19, penemuan bijih timah menjadikan laluan ini semakin penting. Ekspedisi Residen Pertama Perak, J.W.W Birch, pada tahun 1875 menyemak potensi pengangkutan dan pertanian di kawasan tersebut, mencatatkan kekayaan sumber dan mencadangkan pertanian lada.

Kehadiran pelabuhan seperti Pelabuhan Lumut, Port Weld, dan Teluk Anson memainkan peranan penting dalam perkembangan ekonomi Perak. Wilayah ini menjadi pusat perdagangan, khususnya pada abad ke-19, walaupun menghadapi pelbagai cabaran, termasuk penyeludupan dan infrastruktur yang kurang baik.

Teluk Anson, yang dikenali sebagai pusat transit, serta Port Weld sebagai pelabuhan utama pada satu ketika, menunjukkan kepentingannya dalam perdagangan dan pengangkutan. Lumut diusulkan sebagai pelabuhan utama Perak tetapi menghadapi cabaran pengembangan disebabkan faktor logistik, persaingan, dan ketidakpastian ekonomi.

Port Weld (sekarang Kuala Sepetang) dan Telok Anson Wharf (sekarang Teluk Intan) sudah tiada lagi kerana beberapa faktor utama yang berkaitan dengan perubahan ekonomi, pembangunan infrastruktur, dan faktor alam sekitar. Pada zaman kolonial, kedua-dua pelabuhan ini adalah pusat perdagangan penting untuk eksport hasil seperti bijih timah, getah, dan hasil pertanian. Namun, apabila industri dan perdagangan berkembang, pelabuhan-pelabuhan yang lebih besar dan moden seperti Pelabuhan Klang dan Pelabuhan Pulau Pinang mengambil alih peranan utama, menyebabkan Port Weld dan Telok Anson Wharf semakin kurang relevan.  

Secara keseluruhannya, gabungan faktor perubahan ekonomi, kemerosotan infrastruktur, masalah alam sekitar, dan keutamaan pembangunan telah menyebabkan kedua-dua pelabuhan bersejarah ini kehilangan kepentingan dan akhirnya tidak lagi digunakan sebagai hab perdagangan utama. 

Seiring dengan masa, kerajaan lebih menumpukan kepada pembangunan bandar dan sektor pelancongan. Hari ini, Kuala Sepetang lebih dikenali sebagai destinasi pelancongan ekologi dengan hutan bakau, makanan laut, dan sejarah kereta api, manakala Teluk Intan lebih terkenal dengan Menara Condong serta fokus kepada ekonomi bandar berbanding aktiviti pelabuhan.  

Secara keseluruhannya, jaringan pengangkutan air di Perak tidak hanya menyokong perdagangan tetapi juga memberikan impak besar pada sosioekonomi dan budaya dengan interaksi antara pelbagai etnik. Pengurusan yang berkelanjutan terhadap sumber air dan infrastruktur pengangkutan adalah kunci untuk memajukan ekonomi tempatan serta menjaga keseimbangan alam. Wallahualam.
